The freeway from the airport through the city (US101) is likely to be crowded and slow. The Oakland Bay Bridge which carries I-80 over the bay and through Treasure Island is not exactly scenic, but it is interesting. The second bridge, across San Pablo Bay, is much more scenic, and after here the traffic tends to thin out considerably.
The above is only one idea - there are of course a vast number of other possibilities.
